Everyone has met the argument, from both sides. “Your individual footprint is a distraction “ against “if everyone did their part”. Neither camp usually brings a number.

The UN Environment Programme publishes one every year: how far off the world is. Reading it does not settle the argument, but it changes what the argument is about.

The key point

To align with 1.5 °C, annual emissions must fall 55% by 2035 against 2019 levels, 35% for the 2 °C pathway. Current projections: 2.3-2.5 °C with pledges fully implemented, 2.8 °C under current policies. And UNEP's verdict on this year's new pledges: they have barely moved the needle.

These are global reductions, across every sector, within ten years. Not a target for rich countries, not a target for households, the total.

Against that, the projections. With nationally determined contributions fully implemented: 2.3 to 2.5 °C. With current policies: 2.8 °C. Last year's report said 2.6-2.8 °C and 3.1 °C.

Some perspective, and it is not all bad. Ten years ago, when the Paris Agreement was adopted, the projections were 3 to 3.5 °C. The needle has moved. It has not moved nearly enough, and this year it barely moved at all.

The findingThe sentence aimed at States

The improvement between last year's report and this one looks like progress. UNEP takes it apart itself, and the arithmetic is brutal.

Where the improvement actually comes from

“Methodological updates account for 0.1 °C of the improvement, and the upcoming withdrawal of the United States from the Paris Agreement will cancel another 0.1 °C, meaning that the new nationally determined contributions themselves have barely moved the needle.”

Read who that sentence is about. Not consumers, not lifestyles, not individual footprints, national commitments. The gap the report measures is a gap between what States have promised and what physics requires.

Which is why the question “does my footprint matter?” is often answered at the wrong address. The number that did not move this year was not anyone's personal one.

The other sideWhy no reduction is worthless

None of that makes individual reduction pointless, and the same report says why, in a sentence that is almost word for word the one the World Meteorological Organization uses.

Every fraction of a degree

“Every fraction of a degree avoided means lower losses for people and ecosystems, lower costs, and less reliance on uncertain carbon dioxide removal techniques to return to 1.5 °C by 2100.”

Three consequences, and the third is rarely mentioned: every tonne not emitted is a tonne nobody has to bet on removing later with technology that does not yet work at scale.

So there is no threshold below which a reduction stops counting, and no ceiling above which it becomes futile. What there is, is a scale, and confusing the two is what makes this argument go in circles.

The uncomfortable partAvailable, and not chosen

Technical reports rarely use the word choose. This one does, and it relocates the whole question.

The report's own wording

“The low-carbon technologies required to deliver big emission cuts are available. Wind and solar energy development is booming, lowering deployment costs. This means the international community can accelerate climate action, should they choose to do so.”

It adds what that would require: navigating a difficult geopolitical environment, a massive increase in support to developing countries, and redesigning the international financial architecture.

Should they choose to do so. The obstacle named by the report is not a missing invention. It is a decision that has not been taken.

Where that leaves youWhat that leaves for an individual

Putting the three findings side by side gives something more useful than either slogan.

  • An individual footprint is a real measurement of a real thing. It is not a trick, and reducing it produces a real, if small, effect, because every fraction counts.
  • It is not the variable the report is about. What did not move this year was national commitments, and what is missing according to UNEP is a decision, not a technology.
  • Which makes the citizen bigger than the consumer. If the obstacle is a choice made collectively, then voting, arguing, organising and demanding act on the variable that matters, and none of that requires giving up the personal reduction.

The sentence that closes both sides of the argument is UNEP's, not ours: the international community can accelerate, should they choose to do so. Anyone who reads that and concludes that nothing an individual does matters has skipped the word community.
