Plastic is filed under waste. It shows up in campaigns about turtles, beaches and bins, and the fix that follows is always about what you do with it after.

Crude oil, heated

UNEP: plastic “is made from fossil fuels such as crude oil, which are transformed via heat and other additives into a polymer”and its production is “one of the most energy-intensive manufacturing processes in the world”.

Fossil fuel is not what powers the factory. Fossil fuel is the product.

Which means every tonne of plastic carries its emissions before anyone has used it once. Sorting it correctly afterwards does not reach back and undo them.

The Executive Secretary of the negotiating committee, citing a UNEP study: greenhouse gas emissions associated with plastics “are expected to account for 15 per cent of the total emissions allowable by 2050 if humanity is to limit global warming to 1.5°C”.

“Allowable” is the carbon budget, not an annual quota, a reserve being drawn down. One material, a seventh of everything remaining.

The order of magnitude holds; the precision does not. We say so rather than pick one quietly, and the January page adds that without urgent action the figure will triple by 2060.

15% is collected for recycling. Less than 9% is actually recycled after losses. The gap between those two words is where most people's mental model of plastic lives.

The Executive Secretary of the negotiating committee does not hedge on it either: “We know that recycling alone won't end plastic pollution.” And the reason connects back to the first section, recycling acts on the object after it exists, while the emissions happened when it was made.

And two-thirds of it was never meant to last. UNEP: of the plastic produced each year, “two-thirds are short-lived products that soon become waste”. The quantity is not an accident of consumption. It is a design decision taken upstream.

The instrumentThe treaty that has not happened

In 2022, UN member states adopted a resolution to end plastic pollution, and set themselves a deadline. Where that stands is worth stating with its date, because it changes.

  • The negotiating committee was to finish by the end of 2024.
  • On 7 February 2026, it met for one day in Geneva. No substantive negotiations were heldthe session existed to elect a Chair, the previous one having resigned.
  • What the resolution asks for is not a recycling target: it covers the full life cycle of plastic, from raw material extraction and product design through to waste.

That last point is the one to keep. The only instrument being negotiated at world level treats plastic as something decided upstream, which is the same conclusion the emissions figure arrives at from the other direction.
