Almost every application for help asks for the same things: identification, an address, an account to receive the money. When you have none of them, everything blocks at once.

There is a way into that circle. It is official, and few people know it.

The key point

You can open a bank account with no job, no money to deposit, and even after a bankruptcy. And of the two identification methods provided for, one asks for no proof of address at all: a document showing your name and date of birth is enough, if a person of good standing in the community confirms your identity.

The footholdA bank account is a right

The Financial Consumer Agency of Canada states it plainly: you have the right to open a bank account at a bank, a federal credit union or an authorised foreign bank.

Three things that cannot block you

You can open a bank account even if you:

  • have no job;
  • have no money to deposit right away;
  • have gone through bankruptcy.

What the bank must be able to do is confirm your identity. That is the only condition that counts.

Why start there? Because an account is what lets you receive a benefit, a tax refund, a pay cheque. Without one, even a successful application leads nowhere.

The way inThe method that asks for no address

There are two ways to meet the identification requirements. In both cases, you need original documents, not photocopies.

1
Two documents from a reliable source
One document showing your name and address, and one showing your name and date of birth. Both must appear on the official list: identification issued by the Government of Canada or a provincial government, recent tax assessment notices, recent benefit statements, recent Canadian utility bills, recent bank or credit card statements, foreign passports.
2
One document, plus someone who vouches for you
Any document from a reliable source showing your name and date of birth. This method works only if your identity is also confirmed by a customer in good standing with the bank, or by a person of good standing in the community where you are opening your account.
It is the second one that changes everything

Read it again: it mentions no address at all. It asks for a document with your name and date of birth, and someone who vouches for you.

That person does not have to be a relative. A support worker, a social worker, someone in a position of responsibility at a neighbourhood organisation can fit "a person of good standing in the community". This method exists precisely for situations like this one.

Your recourseIf you are refused

A refusal is not the end of the process, and it is not meant to be verbal: if a bank refuses to open a personal bank account for you, it must inform you in writing.

That document has practical value: it tells you what the refusal is based on, so what needs fixing, and it lets you go elsewhere knowing what to prepare.

Asking for the written notice is not a confrontational move. It is the procedure. And leaving with nothing means leaving without knowing why.

The orderPapers, in the order they unlock

Rebuilding your papers does not happen in any order: each document requires another.

1
The root document: the birth certificate
For someone born in Quebec, it is obtained from the Directeur de l'état civil (in French). It is often what makes everything else possible.
2
Photo identification issued by a public body
That is what most government processes ask for. For a financial assistance application, Services Québec requires photo identification issued by a public body, and an in-person visit for verification.
3
The bank account
It can often be opened earlier than the rest, thanks to the second identification method. Don't leave it until last.
4
The rest follows
Health insurance card, benefits, tax return: these become possible once the first two points are settled.

Filing a tax return, even on zero income, unlocks several payments and credits. It is set out in our article on taxes on a low income (in French).

Take actionDon't do this alone

Nothing in these steps requires doing them alone, and doing them with support is generally faster.

  • Community organisations regularly help with this kind of process, it is a frequent, well-known problem, not an embarrassing exception.

The order that matters

If you have nowhere to sleep tonight, a form is not what solves that. Safety first, papers afterand papers do eventually get rebuilt.

Frequently askedYour questions

Can a bank refuse me an account because I have no job?

No. The Financial Consumer Agency of Canada is clear: you can open a bank account even if you have no job, even if you have no money to deposit right away, and even if you have gone through bankruptcy. What the bank must be able to do is confirm your identity using acceptable identification.

How do I open an account if I have no proof of address?

There are two ways to meet the identification requirements, and the second asks for no address. It consists of providing any document from a reliable source showing your name and date of birth, provided your identity is also confirmed by a customer in good standing with the bank, or by a person of good standing in the community where you are opening your account. It is the route that exists precisely for situations like yours.

Which identification does a bank accept?

For the first method, you need two documents from a reliable source: one showing your name and address, one showing your name and date of birth. Both must appear on the official list: identification issued by the Government of Canada or a provincial government, recent tax assessment notices, recent benefit statements, recent Canadian utility bills, recent bank or credit card statements, foreign passports. In every case, they must be original documents, not photocopies.

Does the bank have to tell me why it refuses?

Yes. If a bank refuses to open a personal bank account for you, it must inform you in writing. A verbal refusal with no explanation does not comply.

Which paper do I start with when I have none left?

With the root document: the act or certificate of birth, obtained from Quebec's Directeur de l'état civil for someone born in Quebec. It is often what then makes the rest possible. The other processes, health insurance card, financial assistance, almost always require photo identification issued by a public body.

Can I do all this on my own?

You can, but nothing obliges you to and it is often slower. Community organisations regularly help with this kind of process, it is a frequent, well-known problem. The 211 service points to organisations in a given area.
