Almost everything written about waste assumes a system: you sort, a truck comes, a facility receives. The advice, the guilt and the arguments all sit on top of that assumption.

Two numbers from the UN Environment Programme remove it.

The first quarter never meets a truck. Much of the rest meets one and still ends in an open dump or a fire.

Sorting is a good habit inside a system. It is the system that is missing.

The chainWhat is missing is not the habit

It is worth being precise about what each of the two numbers describes, because they are different failures.

  • 25% is never collected. No bin, no round, no truck. Whatever is thrown away stays where it was thrown, or is burned where it lies.
  • 39% is not managed in controlled facilities. This is the quieter failure: the waste was picked up, and the chain still ends in an open dump.

We are not adding the two. UNEP does not present them as a sum and we do not know whether the categories overlap. What the two figures support together is narrower and still decisive: reaching a controlled facility is not the normal fate of the world's waste.

Which reframes the whole subject of individual sorting. It is a real and useful habit where a chain exists to receive it. Where none does, no amount of sorting produces one, and the regions the same report projects as growing fastest in waste are precisely those that rely on open dumping and burning.

UNEP puts the building figure beside a projection: by 2050, 68% of the world is expected to live in cities. Construction and demolition “generate significant amounts of waste and account for 37 per cent of greenhouse gas emissions”so the urbanisation that will produce more household waste also produces the stream that dwarfs it.

And upstream of all of it, one line that puts the scale in place: raw material use “has more than tripled over the last 50 years”.

This is the paragraph in the UNEP page written with the least diplomacy, and it deserves quoting rather than summarising.

Without authorization, and illegally

Electronics can contain mercury, cosmetics can contain lead, cleaning products often contain persistent organic pollutants. These require specialised treatment, and, UNEP writes, “some governments do not meet the standards set by the Basel, Rotterdam and Stockholm conventions. Chemicals and hazardous waste cross borders without authorization, and even illegally.”

It also names what a citizen can do about it, which is unusually concrete: find out which substances are restricted or banned under those conventions, and demand that governments and industries withdraw them.

Extended producer responsibilityThe mechanism that reaches upstream

Three articles in this card have converged on the same conclusion, what decides the quantity of waste happens before anyone throws anything away. UNEP names the policy tool that acts there.

Whoever designs it, pays for it

Governments can implement extended producer responsibility, a policy that, in UNEP's words, “can ensure that producers of material goods are responsible for the management and treatment of waste”.

The effect it describes: keeping raw materials and goods in the economic cycle, and prompting eco-designproducts that are durable, repairable and recyclable, built to national standards.

It is the only measure in the list that changes the object rather than its destination.

Which closes this card where the other two ended. A quarter of the world's waste never meets a truck, so the fix cannot be a better bin. The money says the same thing, and so does the carbon: the decision that matters is made where the object is designed, and the bin is only where it becomes visible.
